Activities

The Work Programme of S-PARCS is composed of seven work packages (WPs) designed to ensure a clear and smooth implementation of the project and its objectives as outlined in Section 1: Excellence.

Work Packages (WPs)

WP1 is dedicated to the development of a structured and holistic analysis of energy cooperation solutions and the derivation of the matrix of barriers and opportunities along their technical and – most importantly – non-technical barriers dimensions. Based upon the outcome of WP 1, the project partners will identify the most promising solutions for the successful implementation of energy cooperation and establish an inventory of them. This inventory will include efficiency and cost parameters as well as qualitative and quantitative indicators to describe the services and cooperation strategies as well as their respective boundary conditions. The Lighthouse Park partners in S-PARCS will ensure that the results are scrutinized in terms of their immediate relevance, usability and implementability.

The result of WP1 will directly feed into WP2, which develops the instruments needed to overcome the technical and non-technical barriers toward energy cooperation mechanisms and the joint use of energy services. They will facilitate the successful implementation of the identified solutions in the S-PARCS Lighthouse parks. WP 2 will also take full account of legal, regulatory and standardization issues on a local, regional, national and European level and will therewith ensure the immediate implementability of S-PARCS solutions. Ensuring the replicability of S-PARCS instruments is one of the main project objectives.

WP3 will develop, test and release the S-PARCS Industrial Park Service Initial Assessment Tool (IAT) which will serve industrial park managers and companies in industrial parks to conduct an initial ad-hoc assessment of site-specific potentials for energy cooperation and mutualised services. The IAT is set-up as an online software tool, supporting the park management to collect the end-use energy services utilized by the enterprises at the site, identify the baseline i.e. the current ways of providing the services and their respective parameters (energy carriers, specific demand-pattern, etc.), assess the framework parameters and site conditions for energy cooperation and joint energy services, and finally derives the scope for intensified energy cooperation and joint energy services between enterprises at the site. WP3 also includes a task in which the post-project exploitation of this tool will be defined so as to guarantee the post-project relevance of the IAT.

By taking into account all activities undertaken in WP1, WP2 and WP3, and building on the results of the related tasks, WP4 will set up the framework for assessing the parks and coordinates the activities undertaken by all partners in the five S-PARCS Lighthouse parks. This framework shall ensure the comparability of the individual site-specific assessments as well as the replicability of results by ensuring a high generalisability of the outcomes. In addition, all results will be used for fine-tuning the IAT as developed in WP3. The specific strength of S- PARCS lies in the direct involvement of innovative and active Industrial Parks, for whom increases in energy efficiency, the implementation of novel mechanism for energy cooperation and the joint use of energy services are of paramount importance.

The solutions and instruments developed in the first four work packages will be put to test in these parks, proofs-of concept will be developed and the implementability of the S-PARCS approaches will be scrutinized in WP5

WP6 will take care of the exploitation of results and especially the spreading of project results to industrial parks, companies within parks and other related market stakeholders not involved in the project. The exploitation strategy will ensure the widespread deployment of the developed instruments and business models to as many stakeholders as possible and will reach a high number of companies, energy service companies, industrial park managers and other stakeholders and increase their competencies and skills with regard to energy cooperation possibilities.

WP7 is the management of S-PARCS and includes the follow-up of the implementation in relation with the GANTT, the financial monitoring as well as the relation with the EC.
