WP1: State of the art of energy cooperation in industrial parks: solutions, opportunities and barriers
The three deliverables of WP1 serve as the starting point for S-PARCS. They will show possible energy cooperation solutions implementable in industrial parks, discuss barriers towards their implementation and review best practices and methodological approaches.
D1.1 : S-PARCS solutions inventory (10/2018)
In the present report, various energy cooperation/services solutions are presented which could be qualified for mutualised procurement and utilisation: the document is combined with an excel file intended to guide the reader through the proposed solutions according to filtering options.
Summary
“S-PARCS solution inventory” lists multiple solutions qualified for mutualised procurement and utilisation. The various options identified during the preparation of this work have been clustered in five main fields:
- Energy Infrastructures and Installations
- Information and Communication Technologies
- Logistics and Mobility
- Managerial Actions
- Contractual Instruments
Under these topics, different solutions have been analysed and their main characteristics described. The options presented in this report do not consider barriers, boundaries conditions and other restraining factors, to enable an unhindered view on technically feasible solutions. The report presents the identified solutions in detail as each one of the identified options is described both with regards to its general attributes and its potential in the framework of energy cooperation in the industrial parks.
The ultimate goal of this report is the creation of an inventory to be used by park managers and/or company owners willing to enhance the competitiveness of their business, to further integrate the local community and/or to make the park design more attractive. An Excel file has been prepared and it is intended to be exploited along with the present report: it guarantees the possibility to easily browse the inventory thanks to filtering options.

Summary
Performance measurement is one of the first steps in process improvement, and involves the choice, designation and use of specific performance indicators as metrics for the effectiveness and success of methods being examined in the most various contexts.
Within this conceptual context, the aim of this deliverable is to develop a methodological framework that allows the assessment and monitoring of the performance of proposed solutions and instruments in the Lighthouse Parks of S-PARCS.
The methodology is outlined considering the following key principles:
- Easily available and simple input data;
- Synthetic and immediate representation of results;
- Multi-criteria approach;
- Focus on industrial parks intrinsic features;
- Quantitative method.
The methodology is flexible and it embodies a set of calculation rules yielding to a quantitative output.
The KPIs are selected according to relevance, interpretability, timeliness, reliability, validity and materiality criteria and cover organizational, financial and economic, legal and regulatory, social, environmental and technical impact categories. For each KPI, clear definition, scale, unit of measure, instruments to measure, monitoring protocol and additional details are given.
Results can be effectively represented in a radar chart, having axes corresponding to each impact categories. This type of graph allows an immediate and synthetic representation of the impact categories with high rates of performance, as well as those with low rates.
In addition, the possibilities of weighting and of assessing performance of multiple solutions is studied to enlarge the field of application of the methodology itself and to include specific needs of end-users.

This report summarizes the key results of the feasibility studies of promising energy cooperation solutions for the S-PARCS Lighthouse Parks. Furthermore, it shows that the involved companies but also their closer environment can benefit from energy cooperation in multiple ways.
The individual feasibility studies take into account technical, economic, environmental and also social, legal and political aspects, i.e. the overall assessment was strongly oriented towards a classic PESTEL analysis. The focus was on technical and economic aspects as these are commonly very decisive for companies, nevertheless environmental aspects are highly valued and of increasing interest, which is why life cycle assessments were carried out. Additionally, S-PARCS’ key performance indicators, which allow the comparison and measuring of different energy cooperation opportunities, were calculated.
The following table gives an overview of the most promising investigated energy cooperation opportunities for each of the S-PARCS Lighthouse Parks. Each feasibility study was carried out in close collaboration of the local scientific and consulting S-PARCS partners and the Lighthouse Park representatives. The life cycle assessments were conducted by Tecnalia on behalf of all other partners involved. Reporting was done by the partners involved, reviews and consolidation were monitored by RINA-C (D5.3) and EI-JKU (D5.4) respectively.The following table gives an overview of the most promising investigated energy cooperation opportunities for each of the S-PARCS Lighthouse Parks. This report showcases the Energy cooperation plans performed in the S-PARCS Lighthouse Parks for the most promising opportunities identified. Each Lighthouse Park representative (i.e. BSI, Cuoiodepur, EHOO and BOREALIS) contributed to the realisation of the plan supported by one consortium partners (i.e. SSSA, EI-JKU, TECNALIA.)
Energy cooperation is an opportunity in view of the dynamic changes in the energy sector in the coming decades, for this reason, each park has identified its own roadmap taking into account its potential and its trajectory on this topic.
For the two Spanish parks, Okamika-Gizaburuaga and Bildosola-Artea, the main objective of a joint roadmap for these parks, is to create and develop a working cooperation and to ensure that the technical and organisational measures to support the development of the energy community are feasible and can be replicated in other parks of the Industrialdeak Society that comprises over 100 parks.
Ponte a Egola presents the road map for two cooperation investments, Heat and Power Plant-CHP and Anaerobic Digestor, taking into consideration that the two plants are strongly related, both in functioning and in timeline.
The park is characterized by small companies with a homogenous production (tannery). the vision is focuses on the potential synergies deriving from the homogeneous type of production, needs and wastes of the park: reduction of waste produced and exploitation of that for the production of thermal and electric energy though an Anaerobic Digestor and CHPs.
Chemiepark Linz in Austria has an exceptional position among the parks under consideration due to the magnitude of its total energy consumption, its history, grown structures and the size of the companies on its premise.
The primary goal of its joint park roadmap therefore is to maintain and further develop cooperation and exchange, explore future options for the park in this regard, and ensure that technical and organizational measures supporting the park’s development are readily available.
Ennshafen park host key companies in the logistics sector (port, handling facilities, container terminal), as well as many production and service companies from various sectors. Cooperation and exchange structures already exist on the site, which are now being expanded to include energy-related aspects.
D5.6: Barriers to energy cooperation in industrial parks: the Portuguese case study (04/2021)
In Portugal, the management of Industrial Parks is the responsibility of the national government, which may or may not install a private company to manage the daily business of running the parks. The implementation of energy cooperation and joint energy services encounters great barriers due to this type of management such as non-existent relations between the municipality and companies, no communication or activities in the industrial zone and the long wait for a response by the municipality.
In this context, this report serves to discuss the obstacles encountered by ADRAL over the course of the project that forced the S-PARCS team to adopt a different strategy than originally planned in the project’s work plan.

At the beginning of the project, a Dissemination and Communication plan has been delivered (D6.2) to guide the partners in communicating and disseminating S-PARCS outputs.
In this deliverable, the main elements of the Dissemination and Communication plan have been updated thanks to a specific online tracker implemented by EQY and regularly filled in by the S-PARCS partners.

D6.9 : Final report of policy relevant activities (07/2021)
This deliverable provides an overview of the results of S-PARCS that have an immediate policy relevance.
The consortium selected 10 of the 33 deliverables produced in SPARCS, which fit the criteria of policy relevance, clustered them in four topics and briefly describe their content and relevance to guide interested stakeholders through the large amount of materials produced in S-PARCS.
This report thereby accompanies the S-PARCS e-platform, which was designed to provide newcomers to the topic of “industrial energy cooperation” with a first stepping stone to the topic and which presents the outputs of S-PARCS in an easily accessible format. During the project’s runtime a multitude of interviews, meetings, webinar, conferences and workshops were organised or attended by the S-PARCS team. In each of these interactions with external experts and stakeholders, concepts and results of the project were presented and feedback was received which significantly supported the progress of the project.
